Germany – Software programming and consultancy services – Application Management WMCS

This is a EU-wide negotiated procedure with call for competition for a framework agreement on Application Management and Development of the First Spirit SaaS WCMS, including headless CMS infrastructure, for Messe Berlin GmbH. The tender is conducted as a two-stage procedure: a qualification phase (Teilnahmewettbewerb) followed by an invitation to tender for selected candidates (3-5). The framework is planned to run from 2027-01-01 to 2029-12-31 with an option for two extensions of 6 months each. The contract is subject to German procurement law (VgV) and includes strict eligibility criteria, notably a minimum turnover of €500,000 net in comparable services, ISO27001 certification, a First Spirit partnership at least Silver level, and a relevant reference in headless CMS First Spirit with at least 2 websites. Submission is electronic only via the Berlin procurement platform. The estimated contract value is not disclosed. The award criteria are quality (40%) and price (60%).
