This is a German negotiated procedure with participation competition for a software system contract in Hamburg. Die HPA betreibt eine komplexe IT-Infrastruktur im KRITIS-Umfeld und verantwortet zugleich eine Vielzahl von Ingenieur- und Infrastrukturbauwerken im Zuständigkeitsbereich des Hamburger Hafens. Bauwerksprüfungen werden bereits digital, mobil und - soweit geeignete Modelle vorliegen - auch modellbasiert durchgeführt. Eine durchgängig modellbasierte Bauwerksverwaltung ist derzeit jedoch noch nicht umgesetzt. Die HPA setzt in Kooperation mit dem Bundesverkehrsministerium das Projekt "Digitaler Zwilling Haupthafenroute" um. Dieses Projekt verfolgt die Entwicklung innovativer Methoden zu Verbesserung des Erhaltungsmanagements. Teil dessen ist die Beschaffung und Entwicklung einer digitalen, standardisierten und zukunftsfähigen Softwarelösung, die die bestehende digitale und modellbasierte Bauwerksprüfung aufgreift und zu einer ganzheitlichen Lösung für Bauwerksprüfung und Bauwerksverwaltung weiterentwicklungsfähig ausgestaltet. Die Kooperation und das Projekt laufen bis 31.12.2027. Bis dahin müssen alle aufgeführten Entwicklungen umgesetzt sein. Darüber hinaus wird die Software im Betrieb der HPA unbefristet eingesetzt und gepflegt sowie ggf. angepasst und weiterentwickelt. Ziel ist daher die Beschaffung einer digitalen, standardisierten und zukunftsfähigen Softwarelösung, die die bestehende digitale und modellbasierte Bauwerksprüfung aufgreift und zu einer ganzheitlichen Lösung für Bauwerksprüfung und Bauwerksverwaltung weiterentwicklungsfähig ausgestaltet. Der Systemvertrag für die Digitale und modellbasierte Bauwerksprüfung und -Verwaltung beinhaltet die Überlassung, Erstellung, Pflege und Anpassung sowie Weiterentwicklung und wird unbefristet abgeschlossen. Das Laufzeitende und zugleich die Mindestvertragsdauer vom 31.12.2027 bezieht sich somit auf das Kooperationsprojekt zwischen dem Bundesverkehrsministerium, BIM.Hamburg und der HPA. Die Mindestvertragsdauer entspricht der Dauer der Kooperation.
