This tender is a re-announcement of a Dynamic Procurement Scheme (DPS) for digital teaching aids for Oslo schools. The DPS allows continuous delivery of SaaS teaching aids, learning resources, and digital books with Feide sign-in. Estimated total value is 1,000,000,000 NOK over 8 years. The procedure is restricted, but as a DPS, new suppliers can join throughout. Submission is electronic via Artifik. The notice lacks a submission deadline and award criteria. Selection criteria only require legal establishment. The structured data lists 6 lots, but only the first has a clear identifier and title; the rest are incomplete and likely represent additional CPV categories. The XML notice shows only one lot. Missing procurement documents and unclear criteria reduce confidence.

The purchasing system has previously been announced on Doffin/TED and is being re-announced to continue the scheme in Oslo municipality ́s new KGV. See the attached qualification documentation for further information. The Oslo School has participated in a R&D project together with KS since 2017. the R&D project ends in its current form in summer 2024. In order to achieve autonomy and freedom of methodology in the choice of teaching aids, a use-based payment model is required where schools have access to all products and pay in arrears in arrears in accordance with actual use. Digital teaching aids and teaching resources consist of a market that is constantly developing.
