Ne voivat sisältää kaikenlaisia muitakin ICT:hen liittyviä asiantuntijapalveluita, kuten suunnittelua, toteuttamista, konsultointia ja koulutusta. HUSin tarkoituksena on mahdollistaa vuoropuhelu valittujen toimittajien kanssa ja toteuttaa asiantuntijapalvelut toimittajien kanssa kulloinkin sovittavilla projektimenetelmillä ja työtavoilla sekä siten, että niiden lopputulokset ovat mahdollisimman laajasti hyödynnettävissä, ellei sisäisessä kilpailutuksessa toisin määritellä.
