Osallistumishakemuksen tehneiden ja järjestelmään toimittajien kesken kilpailutetaan kirja-aineistot. Kirjastoilla on käytössään sähköinen palvelu, ns. hankintaportaali, jonka kautta ne tutustuvat valittavissa olevaan kirja-aineistoon sekä tekevät valinnat. Kirjaston valitsija tekee hankintaportaalissa haun (nimeke, tekijä, isbn…), joka kohdistuu aineistotoimittajien ilmoittamiin tietoihin.
