TenneT TSO B.V. intends to establish a 3-year framework agreement with a single provider for penetration testing services in the Netherlands. The scope covers planning, coordination, execution, reporting, and governance of penetration tests across IT and OT environments, including network, cloud, application, API, endpoint, source code, and OT/SCADA testing, threat modelling, retesting, and advisory services. Activities related to TenneT Germany and remediation are excluded. The procedure is a negotiated procedure with call for competition (Utilities Directive). The estimated value is set to 0 EUR in the notice, and there is an inconsistency between the structured data (EU-funded) and XML notice (no EU funds). No procurement documents beyond the TED notice have been analyzed.
