This is a dynamic purchasing system (DPS) for consultancy services in the technical sector, established by Telemark Innkjøpssamarbeid (TIS) on behalf of six Norwegian municipalities. The DPS covers 24 disciplines (e.g., architecture, engineering, project management, environmental consulting) and operates as a two-stage process: qualification (Stage 1) followed by mini-competitions (Stage 2) when services are needed. New suppliers can apply at any time during the DPS duration (2025–2032). The estimated total value is 120,000,000 NOK.
