Syftet med det dynamiska inköpssystemet är att kunna berätta om Skellefteå kommuns verksamhet genom filmisk produktion. Uppdraget innefattar filmisk produktion med syfte att skapa kortare filmer (2–5 minuter) som visuellt och berättarmässigt engagerar målgruppen. Filmerna ska förmedla ett tydligt budskap om en verksamhet eller ett projekt, i linje med kundens grafiska profil. Produktionen ska hålla hög teknisk och estetisk kvalitet, där bildkomposition, ljussättning, ljud och efterbearbetning samverkar för att skapa en professionell helhet. Filmerna ska vara verklighetsförankrade men kan/ska berättas med hjälp av skådespelare, rekonstruktioner eller berättarröst, beroende på innehåll och syfte.
