Surveillance Radar Procurement
Fintraffic Air Navigation Services Ltd (Fintraffic) is starting a radar procurement process. Fintraffic provides surveillance-based air traffic control service concerning complete Helsinki FIR (en-route), Helsinki Airport and most of the regional airports. The operational surveillance coverage is achieved via several surveillance sensors including Monopulse Secondary Surveillance Radar (MSSR), Primary Surveillance Radar and Wide Area Multilateration (WAM) systems. Some of the MSSRs in use have already exceeded their expected life cycle and need to be replaced. Fintraffic starts radar procurement to ensure the availability and continuity of surveillance-based ATS service and to improve surveillance coverage and sensor capabilities with modern equipment. This appendix describes the procurement of MSSR (Mode S), PSR S-band and PSR L-band systems including co-mounted PSR+MSSR. Fintraffic intends to award the contract and sign a framework agreement with one (1) system supplier. The framework agreement shall be valid for call-off orders to a minimum of four (4) years with the option to extend the agreement period by an additional four (4) years. Projects implemented under the framework agreement shall be executed as separate delivery projects, each governed by detailed specifications and ordering documents prepared by the Client. ESTIMATED SCHEDULE The procurement decision and signing of the framework agreement are planned for the second half of 2026. The objective is to commence delivery of the first radar system during 2027, with approximately one radar deployed annually. The framework agreement does not impose any minimum purchase obligation on the contracting authority. Planned procurement schedule: 1. Request for participation published – June 2026 2. Final Invitation to Tender – September 2026 7. Deadline for tender questions – October 2026 8. Answers to tender questions – October 2026 9. Deadline for tenders – November 2026 10. Evaluation of tenders and contract award – November 2026 11. Framework Agreement Contract signing – December 2026.
