Technical Assistance to Support the Project Management Unit for the Aqaba–Amman Water Desalination and Conveyance Project (AAWDCP)
The contract aims to provide technical assistance to the National Conveyor Project Management Unit (NCPMU) to strengthen its capacity to manage and oversee the Aqaba–Amman Water Desalination and Conveyance Project (AAWDCP) during construction and commissioning, and to ensure preparedness for the 26-year operation phase under a BOT modality. A multidisciplinary team of embedded experts will deliver daily advisory support within the NCPMU, focusing on institutional strengthening, project management, and stakeholder coordination with the Ministry of Water and Irrigation (MoWI) and other actors. Key tasks include development of SOPs, manuals, workflows and risk registers; on-the-job training and mentoring; support to planning, budgeting, monitoring and reporting; and facilitation of coordination mechanisms, including the AAWDCP task force. The contract will also support the preparation of institutional frameworks and staffing structures for long-term oversight, organisation of study visits, and finalisation of key project and donor-related documentation. This support complements the Independent Engineer and other advisors through continuous, hands-on assistance across technical, financial, legal/PPP, environmental and social, and document management areas.
