Vergeben werden die Grundleistungen in den Leistungsphasen 1-3 bzw. 4 nach §§ 18 und 23 HOAI i.V.m. Anlagen 2 bzw. 4 und 9 HOAI sowie die ergänzend erforderlichen Besonderen Leistungen, siehe Anlage 2 zum Vertrag. Für die Leistungsinhalte wird ergänzend verwiesen auf AHO-Heft 42. Die Ausschreibung erfolgt losweise: Los 1: Planungsleistungen zur Neuaufstellung des Flächennutzungsplans, Los 2: Planungsleistungen zur Neuaufstellung des Landschaftsplans. Die Verbandsgemeinde ist gemäß Zusammenschlussgesetz verpflichtet, bis zum 01.01.2028 einen eigenen Flächennutzungsplan aufzustellen.
