Gegenstand der Ausschreibung ist dabei die funktionale, technische und gestalterische Neuimplementierung beziehungsweise der Nachbau der bestehenden Plattformlandschaft sowie das Schaffen neuer und veränderter Inhalte, Darstellungen, Funktionen und Prozesse auf Grundlage der hier dargestellten Anforderungen sowie weiteren fachlichen Anforderungen, Beschreibungen, Referenzansichten, Prozessvorgaben des Auftraggebers und Abstimmungen mit dem Auftraggeber. Der bisherige Quelltext der bestehenden Plattform wird dem Auftragnehmer aus lizenzrechtlichen Gründen nicht zur Verfügung gestellt. Der Auftragnehmer hat die Plattform daher eigenständig neu zu erstellen.
