Динамичната система за покупки (ДСП) се създава за доставка на медицински изделия за нуждите на възложителя. В приложената към документацията първоначална „Спецификация на медицински изделия“ са посочени нужните медицински изделия и количествата им съобразно преценката на възложителя към момента на създаване на ДСП. Тези количества са прогнозни и не задължават Възложителя да ги възложи в пълния им обем. Спецификацията може да бъде променяна в хода на ДСП, в това число да се добавят нови медицински изделия и/или да се променят количествата на медицински изделия. Всяко отделно медицинско изделие се нарича „номенклатура“.
