Aerial monitoring of high-pressure gas pipelines in Belgium

Lot 1 “Fluxys Patroller – West” covers flights with a Fluxys Patroller and includes 6 routes which represent approximatively 25% of the volume with a flight distance of about 52.600 km/ year. Additional details about these routes can be found in Annex H – Scope of Services.

The candidate must have the necessary economic and financial standing to perform the contract. Proof of the candidate's economic and financial standing may be furnished by one or more of the following references: - the presentation of financial statements or extracts from the financial statements, where publication of financial statements is required under the law of the country in which the economic operator is established; - a statement of the economic operator's overall turnover of the last three financial years available, depending on the date on which the undertaking was set up or the economic operator started trading. This criterion applies to the candidate as a whole, i.e. through the combined capacity of all members of the group in case of a group of economic operators

Lot 2 “Fluxys Patroller – East” covers flights with a Fluxys Patroller and includes 5 routes which represent approximatively 22% of the volume with a flight distance of about 47.500 km/ year. Additional details about these routes can be found in Annex H – Scope of Services.

The candidate must have an average yearly turnover of at least EUR 1.000.000

Lot 3: Photographer – Major Axes I” covers flights with a Photographer provided by the Bidder and includes 3 routes which represent approximatively 26% of the volume with a flight distance of about 55.600 km/year. Additional details about these routes can be found in Annex H – Scope of Services.

In reference to financial statements to be provided, the following financial ratios shall be met: (i) Current ratio (i.e. current assets divided by current liabilities) must be above 1.0; and (ii) Solvency ratio (i.e. equity divided by total assets) must be above 20%. In the event the economic operator does not meet the aforementioned ratios and/or the economic operator is not able to provide a parent company guarantee of any other entity pursuant to 5.1.6, it shall provide, latest with Final Offer, an unconditional, irrevocable and first demand bank guarantee as per Belgian law in the amount of 5% of the total val-ue of the contract for each of the conditions breached, guaranteeing the performance by the economic operator of its obligations arising out of this Contract Notice (if the contract were not to be awarded to the economic operator; such bond will be ended during Stand Still period).

Lot 4: Photographer – Major Axes I” covers flights with a Photographer provided by the Bidder and includes 4 routes which represent approximatively 27% of the volume with a flight distance of about 56.800 km/ year. Additional details about these routes can be found in Annex H – Scope of Services.

The candidate must also provide evidence of the following insurance policies which will be maintained during the whole period of the contract: o General liability towards passengers o General liability towards non-transported third parties The policy contains buy-backs of exclusions with regard to exclusions AVN 38 (Aviation Radioactive Contamination Exclusion Clause) and AVN 48B (War, Hijacking and Other Perils Exclusion Clause). Both with a minimum amount covered of 5.000.000 € per occurrence. Fluxys will be named co-insured in the above-mentioned insurance contracts
