L’objet de l’acquisition est la réalisation indépendante de la mesure des durées d’acheminement nationales pour les lettres. Le mandat comprend le contrôle du respect de l’offre de prestations des indicateurs réglementaires (lettres D+1 et lettres D+3 envois isolés) ainsi que des applications internes (envois isolés du Courrier A et B). La fourniture de prestations doit être effectuée dans le respect de la législation sur la poste (LPO, RS 783.0, article 15) et de l’ordonnance sur la poste (OPO, RS 783.01, article 32) et garantit l’établissement d’un rapport annuel à l’autorité de régulation postale PostCom. En outre, la mesure fournit des informations centrales et indépendantes pour l’assurance qualité interne.
