Supply of a complete leachate treatment plant, including all necessary equipment, assembly, commissioning, and training. The buyer will provide pumps and pump sump; the tenderer must deliver flow meters, PLC control system, and ensure automatic adjustment to varying flow levels. 1 The degree to which the offered treatment plant has functionality, technical qualities and operational qualities will be evaluated, which ensures stable, efficient and robust cleaning of fresh water from the landfill over time. The evaluation will include the following 5 points with the accompanying weight in %: 1. Documented cleaning effect for relevant parameter groups in ladder water with a focus on: a) documented reference installations and any test results b) quality and relevance of the presented documentation c) Degree of documented stable cleaning effect over time The punk is weighted 5 % 2. Technical solution and suitability for treating leachate from a landfill site that primarily deposits bottom ash and inorganic matter. a) Documented process and function description. A detailed description of the mode of operation in the different stages in the process from the igevann to the completed cleaned ladder water, including the function of all input factors. A description shall be enclosed of how residue products are generated and typical characteristics of the residue product b) Quality and relevance of the presented documentation c) Option for capacity expansions and integration of new cleaning stages or technologies d) Redundancy and back-up capacity in critical process links e) Handling varying amounts of fresh water and concentrations. A buffer basin for ladder water is not planned and the installation must automatically handle varying amounts of ladder water. f) The treatment plant must be able to run 24 hour on both weekdays and weekends. BIR needs a treatment facility that is easy to operate and requires little follow-up. This is due to a low and efficient manpower structure and the treatment facility shall be fully operative in a long term post-operation phase when the landfill site is closed in the future. During normal operation, the treatment plant shall not require refilling chemicals or emptying residue products outside normal working hours. The point is weighted 7 % 3. Operational reliability, event. risk factors and running time with a spotlight on: a) Description of the 24 hour operation of the treatment plant on weekdays and weekends and how operation on weekdays enables operation during nights and weekends without supervision. b) Emphasis will be put on how the treatment plant ́s functionality and reliability will be at varying temperatures and humidity where the installation is installed (always frost-free inside the treatment building). A description must be provided of how the treatment plant functions under varying conditions (typical temperature and humidity). c) A plan shall be delivered of a need for manpower from BIR ́s side during daily operations as well as which service assignments can be carried out by BIR ́s own employees. In addition, tenderers shall specify stipulated working hours for operational personnel at BIR for operation of the plant over a working week (Monday - Friday between 07:00 and 15:00). The point is weighted 7 % 4. Degree of automation and monitoring with a spotlight on: a) The type of control system must be documented, including how monitoring, following up operations and logging are done. b) The control system and treatment plant (total delivery) shall have a guaranteed running time of minimum. 95% on a weekly basis year round outside of the planned service in accordance with the service contract. The plan for maintaining uptime must be described. c) A delivered control system shall be described that enables digital remote monitoring/operation without having to be physically present at the treatment plant. Both tenderers and BIR shall have access. d) The delivery shall include a complete control system for the treatment plant, including, but not limited to: PLS, I/O, signal processing, network infrastructure, connection, programming, testing and commissioning. e) The control system shall as a minimum have the following qualities: Access via a cloud system for connection independent of location. Have functionality and qualities that mean that BIR can control process units itself, correct error messages, alarms etc. The point is weighted 5 % 5. Reference assignments with a spotlight on: a) During the last 4 years (2021-2026), tenderers must have carried out 2 assignments with equivalent content set against the assignment in the present procurement. The description shall include the name of the contracting authority, the contracting authority ́s gender neutral preferred with email and mobile number, value of the delivery as well as the date of the delivery. In addition the delivery services shall be described in regard to content and extent. The point is weighted 6 % In order to verify and check the received information for the given reference customers, BIR reserves the right to the following: Control information including having dialogue and negotiations with the Tenderer (including information the tenderer has provided under the quality criteria in this table) Search and check tender information on the general market basis. Contact the stated references as well as other actors who can provide useful information. The stated reference systems and reference customers will be emphasised. Information of a confidential/sensitive nature will not be requested.

BIR Resource Dep. Mjelstad (referred to as BIR) shall, in connection with the expansion of the landfill site, procure a new treatment facility forige water that occurs as a result of precipitation hitting and going through the landfill. BIR shall ensure that the area and building is established where the treatment plant shall be constructed. Tenderers of the treatment plant must be responsible for the complete delivery of treatment facilities with all the accompanying equipment that is necessary for operation, as well as assembly, commissioning and training. This is further described in the tender documentation. It is important for BIR to get sufficient information about the treatment facility to facilitate with the correct dimensioned building. BIR shall procure the pumps that shall deliver ladder water to the treatment facility and from the pump sump after the treatment plant to the recipient. It is important that BIR receives information about the interface and sets the dimensions of the treatment plant as the basis for pump capacity. As described later in KG, the landfill does not have a buffer basin and the treatment plant must be able to handle frequent changes in flow into the treatment facility based on a water level in the pump sump. Flow meters in and out of the treatment facility, in addition to flow meters on pump pipelines out to the recipient, must be delivered by the tenderer. The pump intake shall increase the signal from the treatment plant and the treatment plant shall adjust automatically to the level meters in the sump. BIR ensures that pumps are delivered in a pump sump that is controlled by a frequency transformer. The pumps will therefore communicate with the treatment plant ́s PLC, which shall be delivered by the tenderer. Further information on pumps and pump sump can be offered by BIR on request.
