De opdracht betreft het (continueren van) het dagelijks verzamelen, opslaan en beschikbaar stellen van betrouwbare grondwaterstandsmetingen aan de gemeente Emmen en aan de BRO. De opdrachtnemer draagt zorg voor de telemetrische meetapparatuur, validatie van de meetgegevens en beschikbaar stellen van de meetgegevens via een internetapplicatie. Gemeente Emmen wordt geen eigenaar van de meetapparatuur. De verantwoordelijkheid voor de meetapparatuur, het beheer en onderhoud, de dataverwerking, de data-validatie, de dataopslag en de presentatie van de data in een portal en de aanlevering naar de BRO ligt bij de opdrachtnemer.
