Folgende technische Merkmale verstehen sich als Muss-Kriterien und müssen zu 100% erfüllt sein. - Die Kompatibilität muss mindestens mit den zertifizierten Smart-Meter-Gateways der Hersteller PPC, Theben und EMH ist gewährleistet sein. - Die FNN-Basiszähler müssen die Anforderungen aus dem Messstellenbetriebsgesetz (MsbG), dem Mess- und Eichgesetz (MessEG), der Mess- und Eichverordnung (MessEV) und der Europäischen Messgeräterichtlinie (MID) zum jeweils aktuellen Stand entsprechen. Die FNNLastenhefte "Basiszähler Funktionale Merkmale" und "Konstruktion, Basiszähler und SMGW" in der jeweils aktuellen Fassung sind einzuhalten. - Die Zähler müssen manipulationsfest gegen starke Dauermagneten und magnetischen Wechselfeldern sein. Auch bei nicht linearen und oberwellenbehafteten Lasten müssen die Messergebnisse die Eichfehlergrenzen einhalten Es werden nur Angebote gewertet, die die Muss-Kriterien erfüllen. Als Zuschlagskriterium ist zu 100% der Angebotspreise zu werten. Die Wertung erfolgt über das ausgeschriebene Mengengerüst für die ersten beiden Vertragsjahre.
