Dublin City Council is establishing two 4-year multi-party framework agreements for a large-scale housing programme in Dublin, using a two-stage restricted procedure. The programme includes approximately 4,000 units across 26 sites, with design and build delivery. Lot A covers contracts valued €100m–€250m each, Lot B up to €100m each. The frameworks have an aggregate estimated value of €2.5bn. Applicants can only be shortlisted for one lot. Submission deadline is 22 July 2026 via eTenders. Shortlisted candidates will be invited to tender for a place on the Lot A Framework, and at the same time the first call-off contract for the Lot A Framework. The first call-off for the Lot A Framework will be awarded to the top scoring (first ranked) tenderer found to be in compliance with the tender documentation and assessed to have submitted the Most Economically Advantageous Tender (the “MEAT”) based on the award criteria set out in the tender documentation and together with the next four (4) highest scoring tenderers, subject to receipt of sufficient valid tenders, will be awarded a place on the Lot A Framework as a framework participant.
