Настоящата обществена поръчка се възлага въз основа на икономически най- изгодна оферта на базата на критерий за възлагане: „Най-ниска цена“, съгласно чл. 70, ал. 2, т. 1 ЗОП. На първо място се класира участникът, предложил най-ниската цена за изпълнение на обществената поръчка. Съгласно чл. 58, ал. 3 от ППЗОП, когато критерият за възлагане е най-ниска цена и тази цена се предлага в две или повече оферти, класирането се извършва чрез жребий. Когато жребият се извършва извън платформата, при неговото провеждане могат да присъстват представители на участниците. Участникът, класиран от комисията на първо място, се предлага на възложителя за изпълнител на обществената поръчка. За неуредените в настоящата документация въпроси се прилагат разпоредбите на Закона за обществените поръчки и действащото българско законодателство.

Предмет на настоящата обществена поръчка доставка на лизинг, изграждане, внедряване и поддръжка на мрежова инфраструктура за нуждите на Шуменския университет „Епископ Константин Преславски“. Предвижда се изграждането на надеждна, мащабируема и високопроизводителна мрежова инфраструктура, включваща защитна платформа от ново поколение, комутационен слой, както и съвременно безжично покритие за вътрешни и външни зони. При изпълнението на настоящата обществена поръчка следва да бъдат реализирани следните основни дейности: -Доставка и изграждане на структурно кабелна система; -Доставка на активно мрежово оборудване; -Монтаж, инсталация и конфигуриране на оборудването; -Въвеждане в експлоатация; -Гаранционна поддръжка.
