TNO rangschikt de inschrijvingen op basis van het gunningscriterium: de laagste totale beoordelingsprijs (TLAP) voor het contract voor apparatuur en onderhoud & diensten. De beslissing om het contract te gunnen op basis van het criterium 'laagste prijs' wordt ingegeven door de aard van de opdracht, die geen kwalitatieve differentiatie tussen de biedingen toelaat. De opdracht is voldoende gedefinieerd door minimale, objectief verifieerbare eisen. Kwaliteit wordt daarom gewaarborgd door deze eisen en contractuele bepalingen. In deze context acht TNO het gebruik van de laagste prijs als gunningscriterium proportioneel, transparant en efficiënt.
