EU4Justice II is the continuation of EU4Justice I (2023-2026) under IPA 2025. The project supports the consolidation of the implementation of the Justice Reform 2016, by ensuring technical expertise to the judiciary, including Courts and Prosecution Offices, legal training institutions, including the Faculty of Law, the governance institutions of the judiciary, as much as the Ministry of Justice and all its subordinate bodies, including legal aid, bailiff and free legal professions (National Chamber of Advocates and Chamber of Mediation). The project is based on four key pillars, being 1. judicial efficiency, 2. judicial independence and accountability, 3. quality of justice and legal education and 4. transparency and access to justice. These four pillars work as a very integrated part of each other, however each aiming to target the most challenging issues identified during the implementation of the reform, as much as consolidate best EU practices already developed by EU4Justice I. A service contract of up to EUR 13,000,000.00 is planned to be contract by the European Commission as the contracting authority, for a four year implementing period (2027-2031). This period of implementation, coincides and covers fully support for the purpose of advancement of EU integration of Albania and Chapter 23 obligations. it aims to set the necessary exchange of experience and adoption of EU practices in the context of pre-accession, and in line with accession negotiations reflected under Interim Benchmark and closing benchmark for Albania.
