Tinn municipality is in a process to upgrade the sewage treatment facilities in the municipality. Sewage from the urban areas Mårvik, Attrå and Austbygde have gathered for a new treatment facility established in Mårvik. Rjukan treatment facility shall be cleared and a new treatment facility shall be constructed next to the existing (day facility). Tinn municipality now has a total of three treatment facilities. The treatment facility for Rjukan is the largest and receives sewage water from Rjukan village, as well as holiday homes in the Gaustablikk area. The purified sewage water is emitted to the Hydro tunnel, which is brought down to Tinnsjøen. Rjukan RA is a mechanical/chemical treatment facility based on post-deedimentation. This is a rock plant where the treatment process takes place in rock halls. The external building is a building that houses personnel rooms as well as sludge dewatering and unloading to containers. The average purification effect for total phosphor in 2024 was 83.3%. Only 7 out of 12 samples have been assessed to be within the purification requirement of 90%. We see from the Annual Report for Rjukan RA that the plant is unable to fulfil the cleaning result requirement for phosphors in the event of heavy precipitation and snow melting. The purification result for chemical oxygen consumption (KOF) has been complied with. The existing installations have a capacity of 7700pe. With future tourist development and population growth, new treatment facilities must have a capacity of 17,200pe. This as a backdrop also requires that a new treatment facility must have secondary purification. In addition Statsforvalter has issued an order for 70% nitrogen removal with deadline 01.03.2029 and 80% nitrogen removal by deadline 31.12.2030. The installation will be established at Bruflot, east of the centre of Rjukan. The procurement ́s value is estimated to NOK 320,000,000 excluding VAT. The value is an estimate and is not binding for the contracting authority. See the procurement documents for further information. A draft of the tender documentation is attached to this qualification documentation. The contracting authority reserves the right to make minor, not significant changes to this basis before tenderers are invited to submit a tender. The contracting authority reserves the right to cancel the competition, i.a. in connection with budgetary coverage and political approval.
