Deze overeenkomst ziet primair op het uitvoeren van metingen en inspecties om de conditie van de spoorstaaf vast te stellen en (beginnende) defecten te kunnen detecteren. De metingen worden zowel uitgevoerd met een meetvoertuig als via een handmeting. De aanwezigheid van een (onopgemerkt) spoorstaafdefect kan tot gevaarlijke situaties en zelfs incidenten zoals ontsporingen leiden. Om de veilige berijdbaarheid van het spoor in Nederland te kunnen waarborgen, is data en informatie over spoorstaven daarom noodzakelijk. zie leidraad
