Award Criteria

Lot 1

Price — 40%Quality and functional fulfilment — 50%Climate and environment — 10%The procurement is covered by the rules of the Public Procurement Act § 5b, which includes requirements for safeguarding climate and the environment in public procurement processes. The contracting authority considers that combining climate and environmental considerations as the award criterion with climate and environmental requirements in the requirement specifications gives a better climate and environmental effect than only using climate and environmental considerations as an award criterion in the competition, cf. the Public Procurement Regulations § 5b second paragraph of the third period. The contracting authority has therefore chosen to use both climate and environmental considerations as the award criteria, as well as to set minimum requirements for climate and the environment to ensure that the procurement results in the desired climate and environmental effects. The market for IT equipment included in this agreement is mature and the most significant environmental savings are safeguarded through international standards. By setting minimum requirements for TCO Certified (or equivalent ISO 14024 Type 1 environmental label) for laptop and desktop PCs, Macs and monitors, we ensure that the products offered in the competition meet strict global requirements for energy efficiency and material recovery, reduction of health and environmentally hazardous substances in the components and socio-economic accountability in the supplier chain. In addition there are minimum requirements for the distribution link (EURO 6/VI requirements) and requirements for packaging and environmental reports. The environmental effect isguaranteed for all submitted tenders as the minimum requirements are set. At the same time, the contracting authority sees environmental added value by awarding tenderers good systems for return, re-use and recycling of hardware and other equipment included in the agreement, as well as for the degree of emission-free last-minute transport to the Contracting Authority's locations. These elements will therefore be evaluated as part of the award criterion Climate and Environment in the competition

Framework agreement for computers and IT user equipment and Teams Rooms units with accompanying meeting room equipment.

About the procurement The objective of the procurement is to establish a comprehensive framework agreement for the procurement of PCs, IT user equipment and Teams Rooms units that cover Troms County's need for standardised, secure and efficient equipment in everyday work, meetings and teaching situations. The framework agreement shall ensure predictable access to relevant entities, at the same time it supports the planned replacement of equipment and the roll-out of meeting room systems. The framework agreement shall contribute to simplified management and operation through standardisation of models, accessories and meeting room packages, as well as ensure that the equipment functions seamlessly with the county ́s IT platform. Furthermore, the framework agreement shall facilitate efficient logistics, clarification and commissioning, so that units and meeting room systems can be used with high quality and low administrative work. The assignment includes the delivery of PCs and other IT user equipment, including i.a. docks, monitors, keyboards and mice. The delivery also includes meeting room equipment and AV equipment, including Teams Rooms units with accompanying cameras, soundbars, meeting room screens and equipment for teaching rooms. A broad assortment shall be facilitated, at the same time that a standardised core assortment is established that covers different roles and needs in the organisation. The County would like to have standard models per role, common standards for monitors, docks and accessories, as well as standardised Teams Rooms packages per room type. This shall contribute to simpler orders, more efficient rolling-out and uniform management. Furthermore, the delivery shall support the preparation and distribution of units, including Autopilot registration, tagging, sending to final users and return schemes in the event of exchange, errors and reuse. Meeting room equipment can also include associated services for assembly and commissioning when necessary to use the systems. See SSA-K Annex 1 and SSA-R Annex 1 Annex 1 and SSA-R Annex 5 Annex 1 for detailed information on the Customer ́s requirements and the services that the framework agreement applies to. See the other contract documents SSA-R and SSA-K with annexes for further information on the framework agreement and the execution of call-offs.
