Quality - the offered personnel ́s competence
This procurement is for replacing the ventilation aggregate. It has been assessed for this procurement that the climate and environmental impact is mainly related to: * climate gas emissions from energy use in the operational phase, * influence on the outer environment from waste generation in connection with. disassembly of the existing ventilation installations. Concrete environmental requirements are set in the requirement specifications in order to reduce the procurement ́s total climate footprint and environmental impact. It has been estimated that these requirements will give a better climate and environmental effect than the use of climate and environment as the award criterion. In order to reduce energy use in operation, a Eurovent certified ventilation aggregate is required, with performance requirements that ensure an energy efficient ventilation aggregate. The new ventilation aggregate shall be in the existing technical room and connected to the existing channel system. There are requirements for heat recovery, leak management and SFP value at levels located in the upper performance level given the existing conditions in the building (size of the technical room and connection to the existing channel network). The existing aggregate that shall be removed is of such an age and condition that further re-use is not considered technically justifiable. In order to reduce negative climate and environmental impact in connection with the disassembly and removal of the existing aggregate, high requirements apply to a high degree of sorting for waste in total, sorting fractions and recycling of metals. With the requirements set to reduce the climate and environmental impact of the procurement, it is considered highly unlikely that there is a competition potential for better climate and environmental effect that can be exploited through the award criteria. Based on this, the terms for utilising the provision in the Norwegian Public Procurement Regulations § 5 b second paragraph of the third period are being assessed as fulfilled. Statsbygg is therefore exempted from the obligation to weight climate and the environment with a minimum of 30 percent or prioritise this among the three highest weighted award criteria.
