Finland – Computer equipment and supplies – Tietokoneet 2023-2027 (DPS)

This is a Dynamic Purchasing System (DPS) for computers and related equipment and services, established by Hansel Oy for its clients in Finland. The DPS covers tablets, hybrids, laptops, all-in-ones, desktops, workstations, thin clients, accessories, and related services. It has an estimated total value of up to EUR 800,000,000 (excluding VAT). The DPS is open for applications from 30 October 2023 until 29 October 2027. Individual contracts awarded under the DPS can last up to 5 years, with all contracts ending by 31 October 2032. The DPS is divided into a single lot with multiple CPV categories. Submission is electronic in Finnish. Selection criteria include a minimum turnover of EUR 5,000,000, liability insurance of at least EUR 1,000,000, acceptable risk class (1-3), and reference deliveries of at least 2,500 computers in the last 3 years. Award criteria for internal competitions are either lowest price or best price-quality ratio (price weight 50-100). No procurement documents beyond the notice were analyzed.
