Competence

The procurement is covered by the provisions on climate and environmental considerations in the public procurement regulations § 7-9. The contracting authority shall have suitable requirements and criteria that contribute to reducing climate footprint or environmental impact and that are connected to the delivery and are proportional. The procurement is for consultancy services within land registers. The delivery mainly consists of office based work, but can involve some travel activities connected to assignments and meetings. Market information suggests that transport in connection with any travel activities is the main source of climate emissions in these types of services, particularly use of vehicles and aircrafts. The climate and environmental impact is assessed as limited but not immaterial and is mainly related to the transport and organisation of assignments. A target-oriented approach is therefore set, where requirements are aimed at reducing unnecessary travel activities and promoting climate-friendly transport systems through the use of digital meetings and the choice of zero/low emission transport. It is not considered proportionate to use a highly weighted award criteria for climate and environment, as the influence is limited and to a small degree suitable to distinguish between tenders. Climate and environmental considerations are taken care of instead through requirements for the execution of the assignment. The requirements are directed at the parts of the delivery where the environmental impact is real and concrete for the procurement, and it is considered to fulfil the requirements of PPR § 7-9. The award criteria in accordance with PPR § 7-9 second paragraph are replaced with climate and environmental requirements in the requirement specifications, cf. FOA 7-9 fourth paragraph. It is clear to the contracting authority that concrete requirements for zero-slip transport and digital work methods provide a better climate and environmental effect than evaluating climate and the environment.
