Es sind Um- und Neubauten von Straßen- und Kanalanlagen im Knotenpunkt Eper Straße/Hermann-Ehlers-Straße erforderlich. Die Planung soll an einen Generalplaner für die Verkehrsanlagen und die Ingenieurbauwerke vergeben werden. Ebenfalls Teil der Planungsleistung ist die Planung der Lichtsignalanlage (Fachplanung Technische Ausrüstung). Es liegt eine entsprechende Machbarkeitsstudie vor. Die Realisierung der Maßnahme muss bauablaufbedingt in verschiedenen Bauabschnitten erfolgen. Es ist eine stufenweise Beauftragung der Grundleistungen gemäß Leistungsphasen 1-4 (Stufe 1), der Leistungsphasen 5-8 (Stufe 2) und Leistungsphase 9 (Stufe 3) des Leistungsbildes und der jeweils gemäß Honorarblatt zuzuordnenden Besonderen Leistungen vorgesehen.
