La consultation engagée vise la conclusion d'un accord-cadre, tel que réglementé par les articles R2162-1 et suivant le code de la commande publique (CCP). L'accord-cadre a pour objet l'exécution de mission de maîtrise d'oeuvre et de services connexes. Il est passé pour les besoins de la conception et de la réalisation de la requalification urbaine, dans le cadre du programme d'engagement pour le Renouveau du Bassin Minier. Le principal lieu d'exécution des prestations est : commune de HENIN BEAUMONT Cité FOCH. L'accord-cadre mono attributaire s'exécutera en partie par l'émission de bons de commande et en partie par la conclusion de marchés subséquents. Les bons de commande seront émis et les marchés subséquents seront conclus à la survenance du ou des besoins, et non selon un échéancier préétabli. L'accord cadre est conclu sans montant minimum mais avec un montant maximum de 800 000euros HT
