Tampereen kaupunki pyytää tarjouksia tämän tarjouspyynnön ja sen liitteiden mukaisesti. Tämän hankinnan kohteena on työvoimapalveluiden järjestämisestä annetun lain (380/2023) 8 luvun mukainen muutosturvakoulutus. Avoimella menettelyllä valitaan useita toimittajia, joiden kanssa tehdään toistaiseksi voimassa olevat hankintasopimukset. Hankittavan palvelun sisältö on kuvattu tarkemmin tarjouspyynnön liitteenä olevassa hankinnan kohteen kuvauksessa. Tarjouspyynnön liitteet löytyvät kohdasta Tarjouspyynnön liitteet. Hankittavan palvelun ennakoitu arvo ylittää julkisista hankinnoista ja käyttöoikeussopimuksista annetun lain (hankintalaki 1397/2016) 25 §:n mukaisen kynnysarvon liitteen E hankinnoille, joten kilpailutuksessa sovelletaan hankintalakia. Tilaaja valitsee tarjouspyyntövaiheessa kaikki tarjouspyynnön soveltuvuus- ja vähimmäisvaatimukset täyttävät tarjoukset mukaan menettelyyn. Kyseessä on täydennettävän hankintamenettelyn ensimmäinen tarjouspyyntö. Tavoitteena on laatia hankintasopimukset ja käynnistää palvelu mahdollisimman pian hankintapäätöksen tultua lainvoimaiseksi.
