Climate and environment has not been used as the award criterium in this procurement. In accordance with the Public Procurement Regulations (FOA) § 7-9 fourth paragraph, award criteria can be replaced with requirements if this gives a clearly better climate and environmental effect. It has been considered for this procurement that climate and environmental considerations are taken care of through concrete minimum requirements in the tender documentation and contract. The procurement is for a framework agreement where the work is ordered through call-offs. The extent, location and character of the individual works will vary and are to a limited degree known at the time of publication. This means that tenderers will, to a small degree, have sufficient basis for preparing and competing on relevant climate and environmental measures in the tender phase. The climate and environment as the award criterion is therefore assessed to have a limited effect. The largest climate and environmental impacts in the contract are related to transport of personnel, emissions from machines and vehicles, rock protection work as well as waste management. The transport of personnel with light vehicles in particular makes up a significant part of the climate footprint. In order to ensure real climate and environmental effect, there are therefore concrete requirements in the contract, including: · The requirement that the shotcrete shall have a maximum documented GWP-total value (A1-A3) that is not higher than 280 kg CO2-ekv. /m3 for concrete specified in class M45 and 300 kg CO2-ekv/m3 for concrete, specified in classification M40. · Concrete and concrete elements are required to be cast on site as a minimum to have low carbon class 20 (NB37). · A maximum emission factor of 1.4 kgCO2e/kg will be required for rock bolts. · Maximum emission factor of 2 kgCO2e/kg will be required for the rock protection network. · EPD shall be delivered and reports with added amounts for all input factors included in the contract work. Contract specific EPDs shall be provided for products covered by the minimum requirements. · Requirement thatof light vehicles shall be carried out with zero emission vehicles or biogas. · Requirement for an environmental management system (ISO 14001 or equivalent) · Requirements regarding emission standards for vehicles and machines (minimum Euro 6 and Step 4). · Requirement for contingency for handling pollution, including available absorption agent. · Requirement for covering asphalt at risk of fallout to prevent replacement · During mini-competitions, the builder can set stricter environment and climate requirements than what applies to the contract and processes today. There will be separate processes on this in a mini competition where relevant. A major focus here will be the transition to electricity or biogas for call-offs where suitable. · Contractor shall at all times strive for further improvement influences on greenhouse gas emissions where this does not have a significant negative effect on price, progress and quality. Possibilities for this shall be lifted for the builder. · Materials/matter shall as far as possible be reused in the project in cases where suitable. By setting these requirements, we ensure that all tenderers fulfil a defined level for climate and environmental performance, independent of variations in each call-off. This is considered to have a greater total climate and environmental effect than the use of award criteria in this procurement. Based on this, the exclusion provision is used in the Public Procurement Regulations § 7-9 fourth paragraph

DoV Framework agreement Tunnel and rock protection 2026-2028 TR: Trøndelag

The Norwegian Public Roads Administration Operations and Maintenance invites tenderers to a competition for the following contract work: Framework agreement for tunnel and rock protection for Trøndelag, Møre og Romsdal. The contract includes cleaning and bolting protection, establishing new and improving existing water and frost protection in tunnels, clearing and bolt protection in cuttings, establishing different types of meshes (ice nets, erosion network etc.), improvements and establishment of new security measures in the open air on European and national roads. in Trøndelag, Møre og Romsdal. The measures will vary in extent. Outside of general processes, a couple of concrete projects are described to be carried out: TR01: E6 Kvam – clearing and work protection cutting. Modification of the existing network TR02: E6 Cleansed - clearing and work securing cutting. Assembly of an ice network. TR03: E39 Søvassdalen - clearing and work securing cutting. Assembly of an ice network. MR01:E39 Brusdalen – clearing and work securing cutting. MR03: E136 Sørnes tunnel – Rensk and securing, establishment of a new water-frost protection vault. Consideration shall be given to set timetables for public transport. Routines must be established. for emergency emergency services. All traffic deviations/driving vehicles in tunnels shall be carried out for work. passing must be clarified by the traffic conductor with work teams in the tunnel before emergency services are released. through. There will be a lot of focus on the contract work notification as the work is ongoing on the existing road network. The location of the traffic conductor shall always be risk assessed in the contractor ́s work warning plan. The contracting authority would like parallel framework agreements with up to 3 contractors per area, based on which tender is best in accordance with the award criteria.
