Iceland – IT services: consulting, software development, Internet and support – SaaS Assessment Platform for National Student Assessments

Fjársýslan, on behalf of the Directorate of Education and School Services (MMS), seeks a turnkey SaaS assessment platform for Iceland's national student assessments (Matsferill). The contract covers implementation, integration, hosting, support, and maintenance for an initial 3-year period with two optional 1-year extensions. The platform must serve approximately 50,000 pupils annually, handle 100,000 computer-based test sittings in the first year scaling to 350,000, and support up to 12,000 concurrent sessions. Hosting must be within the EU/EFTA. Pricing is per student or per test, with fixed hourly rates for development. The procedure is open under Icelandic procurement law.
