La Ville d’Épinal souhaite, par le biais d'une concession Copropriété dégradée, transférer à un opérateur tiers la maîtrise d'ouvrage du projet de recyclage de la copropriété "Les Mésanges", ce qui implique l'acquisition de l'intégralité des lots. Le projet consiste à désenclaver la Place d'Avrinsart en réalisant une démolition partielle de la copropriété, à curer le reste de l'immeuble avant une cession du bâtiment au bailleur social Épinal Habitat qui réalisera les travaux énergétiques et patrimoniaux.
