Financial leasing for Tornio foster care unit project
Finance lease service for the Tornio high-support foster care unit project in Lapland. The lease is intended to cover investment and preparation costs for a construction project planned around 09/2026–10/2027, with an estimated space need of about 1,080 brm2. Original TED description
Lapin hyvinvointialue kilpailuttaa vuoden 2026 - 2027 aikana nostettavan enintään 5 000 000 € kiinteistöleasing rahoituksen. Kiinteistöleasingilla rahoitetaan Vaativan tason sijaishuoltoyksikkö Tornio rakennushankkeen investointi- ja valmistelukustannukset. Hankkeen toteutussuunnittelu ja rakentaminen tapahtuu arviolta 9/2026 - 10/2027. Hankesuunnitelman tilaohjelman perusteella toimitilatarve on noin 1080 brm2. Tilaohjelmaan on viety asumisyksikkö (yhteiset ja asiakkaiden omat tilat), erityistilat, opetustilat, keittiö ja jätehuolto, henkilökunnan tilat, liikennealue, pysäköinti ja oleskelualue. Hankkeen elinkaari- ja energiatehokkuustavoitteet on asetettu korkealle tasolle. Lapin hyvinvointialue säilyttää itsellään oikeuden muuttaa ennakoitua aikataulua. Sopimuskokonaisuuteen kuuluvat kiinteistöleasing sopimuksen lisäksi myös rakennuttamissopimus, osto-oikeus- ja myyntisopimus sekä maanvuokrasopimus. Valittu rahoittaja toimii hankkeessa ainoastaan rahoittajana ja edellä kuvatulla sopimuskokonaisuudella tarjoaja varmistaa, että se kantaa hankkeessa ainoastaan rahoitukseen liittyvän luottoriskin. Projektiriski sekä muut vuokrakohteeseen liittyvät vastuut siirretään sopimuskokonaisuudella muille osapuolille. Rahoittaja ei vastaa vuokrakohteeseen tai siinä harjoitettavaan toimintaan liittyvistä riskeistä missään tilanteessa.
