Účelom navrhovanej stavby je odľahčenie v súčasnosti zaťaženej dopravnej siete v okolí mesta Košice ako aj v samotnom meste od tranzitnej dopravy a zároveň vytvorením juhovýchodného obchvatu mesta s viacerými novými napojeniami na existujúci dopravný systém prerozdelenie zdrojovej a cieľovej dopravy, čím sa odľahčia v súčasnosti vyťažené vstupy do mesta. Týmto sa zvýši plynulosť, rýchlosť a bezpečnosť dopravy a dôjde k výraznému zlepšeniu dopravno-prevádzkových podmienok pre tranzitnú dopravu. Predmet zákazky je podrobne vymedzený vo Zväzku 1 až Zväzku 5 týchto SP.
