Engineering services for conversion of former Reinhardt Barracks in Ellwangen into a residential quarter (approx. 27 ha, 820 units). The services comprise HOAI service phases 5-9 (execution planning, tendering, site supervision) for road construction, drainage, outdoor facilities, terrain modeling, stormwater management, and utility coordination. The project is divided into seven sub-areas with phased commissioning. The first phase (sub-area West) is awarded immediately; subsequent phases depend on land acquisition. The procedure is a negotiated procedure with call for competition (VgV).
