Tämän dynaamisen hankintajärjestelmän (myöhemmin DPS) kohteena ovat Helsingin kaupungin toimipisteiden sekä Helsingin konsernihankinta Oy:n käyttämät elintarvikkeet sekä vähäisessä määrin ammattikeittiön toimintaa tukevat non-food -tuotteet, kuten keittiöiden tarvitsemat kattaustarvikkeet ja ruoanvalmistusvälineet. Lisäksi dynaamisen hankintajärjestelmän kohteena ovat näiden tuotteiden tilaamiseen ja käyttämiseen liittyvät palvelut, kuten logistiikkapalvelut. DPS:n kohde on kuvattu tarkemmin osallistumispyynnössä ja sen liitteissä. DPS on hankintakanava täydentämään, tai olemaan vaihtoehto, olemassa olevan elintarvikkeiden puitesopimusten kautta tehtäville elintarvikehankinnoille. Kaikki kiinnostuneet ehdokkaat voivat pyytää koko dynaamisen hankintajärjestelmän keston ajan oikeutta osallistua dynaamiseen hankintajärjestelmään. DPS:ään hyväksyttävien ehdokkaiden määrää ei ole rajoitettu. Helsingin kaupungin yksiköt toteuttavat hankinnat dynaamiseen hankintajärjestelmään hyväksyttyjen toimittajien kesken DPS:n sisäisillä kilpailutuksilla.
