Vennesla municipality invites tenderers to a restricted tender contest for the establishment of a dynamic procurement scheme (hereafter called DIO) for the hire of contractor services, machinery and equipment. A DIO is a two stage procedure in accordance with the Public Procurement Regulations (FOA) parts I and III, and is announced as a restricted tender contest, cf. the Public Procurement Regulations § 26-5 (1). This competition starts with a qualification phase. Only the tenderers who fulfil the qualification requirements will be chosen, who will be able to submit a tender in the next round. All costs in connection with the procurement process shall be entirely covered by the tenderer. In this stage of the process, interested suppliers can apply to be qualified and included in the dynamic purchasing system. New potential suppliers can continually apply for qualification for admission in the scheme. Procurements under the scheme will be made with the publication of mini competitions, where all at any given time qualified suppliers will have the opportunity to submit tender offers. Attention is drawn to the fact that there must be a minimum of 3 tenderers included in the scheme before it will be used/published competitions under the scheme.
