Предмет на Динамичната система за покупки /ДСП/ е доставката на различни видове лекарствени продукти за нуждите на КОЦ-Русе ЕООД. В приложената към документацията първоначална Техническа спецификация са посочени необходимите за дейността на възложителя лекарствени продукти, за които няма сключено рамково споразумение от министъра на здравеопазването в качеството му на Централен орган за покупки в сектор "Здравеопазване", и тяхното прогнозно количество съобразно преценката на възложителя към момента на създаване на ДСП. Техническата спецификация може да бъде променяна в хода на ДСП, в това число да се добавят нови лекарствени продукти и/или да се променят количествата на лекарствени продукти. Всеки отделен лекарствен продукт се нарича „номенклатура“. ДСП не е разделена на отделни категории. Срокът, за който се създава ДСП, е 3 години. ДСП е отворена през целия си срок на действие за всеки кандидат, който отговаря на критериите за подбор. Срокът на договорите, които ще бъдат сключвани въз основа на провежданите обществени поръчки (ограничени процедури) в рамките на създадената ДСП, е 24 месеца.
