Κριτήριο 3 (Κ3): η οργάνωση του οικονομικού φορέα (Συντελεστής βαρύτητας: 35%), σύμφωνα με το άρ. 21 της Διακήρυξης.
Η Συνολική Βαθμολογία (ΣΒ) αποτελεί το άθροισμα της τελικής βαθμολογίας της Τεχνικής Προσφοράς (ΤΠ) με συντελεστή βαρύτητας 70% και της συνολικής Βαθμολογίας της Οικονομικής Προσφοράς (ΒΟΠ) με συντελεστή βαρύτητας 30%. Συνεπώς θα ακολουθηθεί ο τύπος ΣΒ= (0,70*ΤΠ) + (0,30*ΒΟΠ), σύμφωνα με το άρ. 21 της Διακήρυξης.

Θα εκπονηθεί μελετητικό αντικείμενο που εμπίπτει στο πεδίο εφαρμογής του ν. 4412/2016 για την αποκατάσταση του κτηρίου επί της οδού Ανδοκίδου 5. Το κτήριο είναι εντός των ορίων του ιστορικού τόπου της Πλάκας, όπως ορίζεται από τις οδούς Βύρωνος, Αδριανού, Αιόλου, Πανδρόσου, Άρεως, Αδριανού μέχρι τη συμβολή της με την Άρεως έναντι του σταθμού ΕΗΣ Θησείου, σύμφωνα με την στην Υπουργική Απόφαση 24946/26.8.1967 (ΦΕΚ 606/Β/1967), καθώς επίσης και εντός του ενοποιημένου κηρυγμένου αρχαιολογικού χώρου γύρω από την Ακρόπολη (ΦΕΚ 387/Β/1983), εντός της ζώνης προστασίας της Ακροπόλεως ως Μνημείου Παγκόσμιας Κληρονομιάς (Buffer Zone της UNESCO) και εντός του αναοριοθετημένου Αρχαιολογικού Χώρου της πόλεως των Αθηνών (ΦΕΚ 96/Δ/2004). Το ίδιο το κτήριο είναι χαρακτηρισμένο ως διατηρητέο από το ΥΠΕΝ (ΦΕΚ 617/Δ/1980).
