Le programme prévoit la réaffectation des bureaux et de l'ancien RIE en pôle social, service de PMI, MDPH, service d'accompagnement des mineurs isolés, etc. L'ensemble du bâtiment (dont la crèche et le Ruban Bleu) fera l'objet d'une rénovation intérieure et une décarbonatation de la production d'énergie. C'est une opération pilote en termes de transition écologique (bas carbone et biodiversité), le décret tertiaire 2040, voire 2050, sera atteint. Le raccordement au RCU de la Défense et le recours à des énergies renouvelables sera recherché (mise en place de panneaux photovoltaïques par exemple…). L'enveloppe prévisionnelle affectée aux travaux est estimée à 12,62 M euro(s) HT (valeur décembre 2025). Le démarrage de la mission de maîtrise d'oeuvre est estimé à janvier 2027. Le démarrage des travaux est estimé à novembre 2028. Le contrat est conclu pour une durée prévisionnelle de 48 mois à compter de la date de notification du premier ordre de service de démarrage de la mission de maîtrise d'oeuvre et s'achève à la fin du délai de garantie de parfait achèvement
