The City of Helsinki is seeking a design-build lessee for a new school and daycare facility in Siltamäki. The project involves demolition of an existing building (4000 m²) and construction of a new combined school and daycare (approx. 8800 m²) on a city-owned plot. The school will accommodate 650 students (grades 1–9) and 42 preschool children. The lessee will design, build, and lease the facility for 20 years, with a separate 50-year land lease. The procurement uses a negotiated procedure with a candidate reduction to 3–5 based on reference projects. Award criteria: price (40%) and quality (60%, including project management and draft plans).
