The contracting authority has assessed the relevance of the environment as the award criterion in accordance with PPR § 7-9 and the objective of the Procurement Act on promoting environmentally sustainable procurements. After a concrete assessment of the nature, scope and character of the procurement, it is concluded that the environment is safeguarded in the best way by setting requirements for environmental cleaning of the engine in the requirement specification. Since the lorry shall be used for snow clearing and stand-by, electric motors will not be an option.
