Norway – Repair, maintenance and associated services related to marine and other equipment – Contract for the delivery of service, maintenance, repairs and storage of boats.

Price

The contracting authority will award the contract to the tender with the best balance between price and quality. A concrete assessment has been made for this procurement regarding the use of the exclusion provision, cf. anskaffelsesforskriften (procurement regulations) § 7-9 (4) s, see point 2.3 for this evaluation. The total maximum award criteria weighting is 100%. The price criteria will be weighted between 40/50% depending on what gives the best result for the contracting authority, in accordance with the quality criteria. Equivalently, the quality criteria will be weighted 50/60% depending on what gives the best result for the contracting authority, compared with the price criteria. The tenders will be evaluated in accordance with the evaluation model "Pricing for non fulfilment of quality". The evaluation will, in the evaluation model, use the final percentage weight for the award criteria price and quality, based on the Contracting Authority ́s assessment of which weighting will give the best result in the best balance between price and quality. Sub-criteria o Price per boat category for respectively - Price winter edition - Price storage outside the winter season, per week, per month and for a longer period. - Winter service/preservation. - Engine service/driven service - Main service - Landing without hull coating. - Landing with hull coating. o Hourly rates - period 0800-1600 - period 1600-2000 - period 2000-0800 Hourly rate bank holidays o Price for product selection in shopping bag Boatshake, 2m. - Anchor winch 1000 W, maximum pulley 1.3 tons - Fender, height 610 mm - Rope, mooring line, 3 beaten, polyester, ready splice, 14 mm, 6 m length - Rope, mooring line, 3 beaten, polyester, ready splice, 14 mm, 20 m length - Map plots, with echo sounder, touch screen 12 in, network compatible o The offered guarantees for repairs and newly purchased materials installed in the boats by the supplier or the tenderer's sub-supplier. Annex 4 - price and price terms The evaluated price calculation will assume that each price item occurs once - i.e. for all the price items listed in the left column. The total sum for all boat categories, hourly rates and trolley will be added together as part of the evaluated price. The evaluation of the offered discount (on the supplier ́s sales price) for other products that are not in the "shopping bag", will form the basis for the procurement of products with a value of NOK 350,000 (for evaluation purposes only), for which this discount applies. Tenderers must be able to present documentation of the current sales price at the time of the tender offer. Guarantees will be evaluated based on how long the guarantee lasts and in regards to (new engine/new navigation platform/repaired engine with components for which there is a guarantee). Tenderers must state the financial savings that the guarantee provides and document this. The stated value of the guarantee will be deducted from the total cost of the evaluated price in the evaluation. The tenders will be evaluated based on the offered prices, cf. Annex 4 price and price terms. The evaluation of the price will emphasise the offered unit prices as described in the table above. If guarantees are given for repairs and newly purchased materials installed in the boats by the tenderer or the tenderer ́s sub-supplier, this will count positively in the evaluation of the price criteria.
