This is a Call for Expression of Interest (CEI) by the European Commission, Directorate-General for Regional and Urban Policy (REGIO), to establish a pre-qualified list of external senior and junior experts for supporting the implementation of the European Structural and Investment Funds (ESIF). The list will be used for contracts below EU procurement thresholds (estimated value not provided). The call covers 28 thematic fields such as smart specialisation, research and innovation, digital agenda, SMEs, energy and climate, social inclusion, etc. The procedure is restricted; applications are accepted until 4 January 2027. Only English is accepted for submissions. Subcontracting is not allowed. No award criteria are specified as the CEI leads to a list from which future contracts will be awarded via specific competitive procedures.
